China Energy Engineering Corp. – CEEC on October 20, 2026, launched the second phase of the Jilin project which is the largest integrated green hydrogen, ammonia, and methanol project in the world based at Songyuan, marking a significant step in China’s shift from technology demonstration to large-scale commercialization of the zero-carbon fuels.
It is well to be noted that the phase II expansion of the Qingqing No 1 Songyuan Hydrogen Energy Industrial Park will increase the total green ammonia production capacity of the facility to 600,000 metric tonnes per year with an overall investment of 10.83 billion yuan or $1.62 billion, CEEC said.
The conversion of gaseous green hydrogen that is difficult and expensive to store and transport into liquid green ammonia and methanol has become known as an important strategy to decarbonize heavy-duty sectors such as far-ocean shipping and chemical manufacturing.
Ammonia has been used for fertilizer for ages, and it’s a promising clean fuel for ships, but its production has been dominated by fossil fuels, limiting the potential for clean energy.
Green ammonia produced from renewable sources is a zero-carbon substitute, but expensive technology costs and the geographic disconnect between energy generation and fuel demand limit its wide-scale adoption.
Industry experts said that green Chinese ammonia is rapidly becoming a cornerstone in global sustainable fuel markets, supported by technological advancements and recognized international certifications.
China’s commitment to achieve carbon neutrality by 2060 is accelerating the development of low-emission ammonia, especially through pilots for shipping, said the director of the China Center for Energy Economics Research at Xiamen University, Lin Boqiang.
China is well-suited to lead the rollout of sustainable marine fuel, making up a third of global ammonia production and major international shipping hubs.
Scaling up these integrated facilities was the most viable route to reducing the green premium and making clean fuels cost-competitive worldwide, he said.
The second phase of the Jilin project is an example of this scale-up in terms of technology and economics. It uses a dynamic coupling technology that solves a world-class problem of matching the fluctuating generation of wind and solar power to the stringent continuous requirements for chemical production.
Phase II will increase the project’s renewable energy capacity to 1,600 megawatts. The integrated design optimization, the use of modernized domestic equipment, and the industrial internet system for smart management in Phase II have reduced the cost of producing a unit of green ammonia by over 10% compared to Phase I.
Phase I, which started up in December 2025, has already produced significant developments. Earlier in October 2026, the green ammonia generated at the facility was used in the first ship-to-ship bunkering of green ammonia fuel in the world at Zhoushan, Zhejiang province, thus successfully completing the whole industry chain right from production and storage to offshore application.
Added Li Jingguang, chairman of CEEC Hydrogen Energy Co., “If Phase I solved the feasibility problem from zero to one, Phase II answers the commercialization question from one to N.”
He further said that by lowering fixed costs via scale, Chinese green fuels can confidently engage in global market competition. The launch of Phase II means the project has been put into full gear.
The company will pursue growth led by innovation, play a more prominent role in industrial development, and promote collaborative innovation between both upstream and downstream enterprises along the entire supply chain, he said.
